I don't like Noah for a girl. Theoretically it works because it has quite a feminine sound, but Noah is SO common for boys that a girl called Noah is just asking for trouble. Noa is marginally better, but looks like a trendy spelling of Noah and sounds the same, so I still think people would assume it's a boy.
Irene is the first name I thought of when I saw Reenie. I don't really like it, though, Reenie sounds whiny!

I love Noah on a boy, but it's just silly on a girl. It's like naming a girl Michael or Thomas. Maybe Norah or Nola instead?

But Noa is a legit female character in the bible.... not quite like naming her Thomas. Oh and apparently it's a feminine Japanese name as well

Noah is nice on a boy, but seems silly on a girl. In the US, Noah is overwhelmingly male, and if it was used on a girl it would seem to be a deliberate flouting of the convention for the sake of flouting it; that kind of thing is never attractive.
Reenie is gross as a nn. I do know of one woman who is called that. Her name is Irene.
