I don't especially like Zoe. It's not that popular as far as I know, but It sounds too trendy - too much like Chloe. Zoe is definitely the preferred spelling for me. The accented versions are pronounced the same way and would just lead to complications when filling in forms, typing it out etc.
Zoie is the only alternative spelling I might consider, although I think it looks strange. Zooey makes no sense to me - it looks like it would have a long "oo" sound (like the word Zoo) rather than a short "o" like Zoe.
I would choose Phoebe over Zoe and Chloe because it's more classy and less common. Daphne is a bit dated for me, but I still prefer it over Zoe or chloe.
