I just want to be sure I understand this. You say "Each child must use at least one of the names from the namebanks with NO CHANGES (this can be a FN or a MN). Additionally, one child's FN must honor the Dowager King/Queen (if both are deceased you can chose who to honor). Any remaining FNs/MNs are your choice. "
For the part I bolded, does that mean we're free for the remaining names, so we could choose names not in the namebank? Or does this mean we're free to alter the names in the namebank like we could in round 1? Thanks!

You can chose names outside of the namebanks.
ex: Henry honors the Dowager Queen (you could just as easily chose to use the Princess to honor the Dowager however). Rufus and Ellen are names directly from the name banks. The remaining FNs/MNs are for your to chose and do not have to be reflected from anywhere.
Deceased King: Balthazar Julien Conrad Orion
Dowager Queen: Matilda Henrietta Cressida Delphine [64]
Princess/Prince: Henry (your name) (your name) Rufus [nb] / (your name) (your name) Ellen (your name) [nb]
Masculine Namebank: Arnold - Bernard - Chester - Dewey - Ernest - Forrest - Gordon - Harold - Harvey - Homer - Murray - Otis - Ralph - Rufus - Wilber
Feminine Namebank: Carol - Darlene - Doris - Edna - Ellen - Ethel - Gladys - Janet - Janis - Joan - Joyce - Lois - Myrtle - Norma - Shirley
