I just like the names to be meaningful to the parents, and not too similar. For instance, I know triplets named Angelica, Angelina and Angela. That is horrid in my opinion.
If I had twins, I'd name them using the same letter. That way they are linked, but not too matchy. I just happen to like many names with the same first letters. I don't think you should go out of your way to make them sound matchy.
I'd go with these:
B/B: Gavin & Gabriel or Dean & Damian
B/G: Damian & Diana
G/G: Frances & Fiona (although, there are so few girls names I love that I might name girl/girl twins with different letters, perhaps some combination of Serena, Diana, Ellia & Fiona)
I would name them whatever I'd use for a sibset.
male/female
Bertie and Maisie- Albert and Margaret with these nns
Tom and Emily- Thomas and Emily
Teddy and Darcy- Theodor and Darcy- but they don't make the best sibset imo
Tom and Annie- Thomas and Anne
Joshua and Georgia- good
Lewis and Lois- Too close. It's like they have the same name
male/male
Romulus and Jackson- don't make a good sibset
Jim and Harry- James and Henry
Ivo and Evan- Aren't they both forms of John?
Alex and Xander- What do you do when you want both? Yell Alexander?
female/female
Alice and Sophie- good
Gemma and Jenna- too close
Hannah and Portia- not a good sibset
Molly and Millie- too close
April and Avril- the same name, just different languages

I would just use my two favorite names.
From your list I like:
Tom and Emily
Joshua and Georgia
Romulus and Jackson

I would just choose two names which I liked. I would go with names that I would use for siblings, but I wouldn't make them any more or less "matchy" because they are twins.
I think Lewis and Lois, Molly and Milly, April and Avril are far too similar. It would just cause to much confusion and would also make the child feel like the biggest part of their identity was the fact that they are a twin, rather than an individual. It's like when people dress identical twins in the same clothes - it's just confusing and means that the child doesn't have their own identity which is sad (and really annoying!)
