[Facts] Proscovia
I saw this name in the newspaper and I couldn't find any information on its origin. The bearer is Muslim, and I'm guessing she's Eastern European. It sounds like it could be etymologically related to Praskovya, but I don't know. Could someone please tell me what it means and its origin?

I would say it is a variation of the Russian/Est European (originally Greek) name Paraskeva, which seems to have a lot of different forms: Petka, Paraskeve, Paraskevi, Praskovie, Pyatnitsa, Pyetka, Paraskevoula, Paraschiva, Voula.
The romanization from cyrillic and the fact that arabic alphabet doesn't usually mark the vowels could explain the strangeness of this particular name.
