As a surname it would've been given to someone from the town of Kendale.

I also found this:
http://www.surnamedb.com/Surname/Kendall
So it would appear that the town is recorded in the Domesday Book, therefore it would've been reasonable to have a "surname" of Kendall in the Middle Ages.
For a story it would make the most sense to use it as a surname if the character or their family was from there.
