It's completely male to me, even the female Elliott from Scrubs doesn't help it (and I'd just assume anybody using Elliott was using it after hearing it on the show).I'm guessing the Elli- part was appealing to the parents of the Elliott I met, and they considered this to be an alternative or "edgy". But there are so many other great female names with Elli- in them that aren't extremely common.
