Tillie is NMS to be honest, but I think that it would be okay to use a "T" name that is unrelated to Teresa as a way to honor your sister. You might also consider giving your daughter a middle name that starts with the same letter as your sister's middle name, so that her first and middle name initials would match your sister's initials.
Some other ideas:
Therese / Terese (maybe as a MN if Therese and Terese are too close to Teresa for your liking?)
Teresia
Thera
Terra
Tara - It's not related to Terri and Teresa, but it's at least somewhat similar to Terri in terms of sound (depending on how you pronounce it).
Tarina
Tirzah
Tori
