I think Noa is for a girl, and Noah for a boy.

I prefer it for a boy.
I really don't like it for a girl. I know way back when it was considered a girls' name, but now I just picture a boy whenever I hear it, and the image won't change.

If definitely hasn't been brought on by Miley Cyrus' sister. It has always been used as a girls name as well as a boys name. For girls it's often spelled Noa, but whether you spell it Noa or Noah is completely irrelevant as you translate it from Hebrew and a name is usually translated by the way it sounds. Noa and Noah sound the same.
