It's very strong and spunky to me. Resilient, but still feminine.
But, I have a cousin Connie who I adore, so I'm biased. She always has to explain to people that her "real name" is Connie, though, not Constance, so that might be something to take into account before you give it to a kid who's going to have to explain it for the rest of her life.
