I don't like the way the written name reminds me of the word "devour." I think I would assume the bearer's Jewishness was about 80% probable, which means it would not seem "strange" if she were not. I prefer it without the H. I also feel like the
Devorah spelling is more likely to induce people who're unfamiliar with the name, to pronounce it to rhyme with
Deborah (stressing the first syllable). I don't really have a preference on the pronunciation; I guess de-VOR-a is a bit fresher. The sound is pleasing either way, though.
