Nori doesn't "signify" anything special in the sense of forming a diminutive, or meaning first-born, or anything like that. It's simply an element that is used in first names. It's very common for Japanese male names to be formed by combining two "name elements": Tomoyuki, Toshinori, Masamichi, etc. "Nori" is often written with one of several kanji (Chinese character) meaning "constitution"; "to follow," or "law, principle."
