Twin names don't have to match, imo, but they shouldn't clash either. It sounds like high society meets low society; however, if the boy's given name isn't Billy-Joe and is really Wilbur Josiah or something else, it's not too bad. Also, if they use the nns Penny & Billy, the names sound cute together.
