Possibly a variant of Nelia (a short form of Cornelia) influenced by the spelling of Neil. A known bearer was Neilia Hunter Biden (1942-1972), the first wife of the 46th American president Joe Biden. She died in a car crash in 1972 with their one-year-old daughter, Naomi; their two sons, Beau and Hunter, were critically injured but survived.
