'Willy' is slang which refers to a male's reproductive organs. His penis, to say it bluntly.
So naming your child 'Willie/Willy' and any other spelling would cause that child to be teased. Especially in the States.
Go with Will/william or any other will name. For the child's sake. Don't name children after body parts or vulgar slang...
