For the last century people would mostly think of Tammy as a pet form of Tamara. However, Tamara only really became known in the USA in the 1920s because of the fame of artist Tamara de Lempicka, but Tammy was used before then in both England and the United States, where it was originally a pet form of Tamsin and later, in New England, also a pet form of the Biblical name Tamar.

The name Tammy is an old Hebrew name.
