I have an Israeli friend with this name and her mother pronounces it Sha-har, with a thick, guttural "h" sound.

The Hebrew letter that is translated into English as 'ch' has no English equivalent. It is a hard throat sound, similar to the Spanish 'j'.

The letter Chet (ch) is pronounced like Bach, that is an h sound not a kh. This name is typically pronounced SHAR-HAR, like Haha.

Wrong - this name IS in fact pronounced with a hard 'kh' (like the Spanish j in Julio or Juan.) It's Shah-Khahr, with the stress on the first syllable.
