Rudyard Kipling is, of course, who everyone will think of when they hear this name. In fact, I have never heard of anyone else with this name. So certainly keep that in mind. Aside from that, it does have a definite English feel to it. Maybe not quite pretentious, but definitely a little bit elitist.
I love the sound of Rudyard, and I don't find it snobby-sounding at all. Being a huge fan of his writing, I might use this name for a future son's middle name.
Pretentious, pretentious, pretentious. Would only make people think of Kipling, and this probably sounded elitist and snobby even a couple of hundred years ago.
