In Ireland it is a surname, as mentioned above. As a first name, it's of English origin and is derived from the word 'regina' (as in Elizabeth II Regina). It means queenly.
I commented years ago that I thought this name meant "little king," but I've since learned about the "easily started, irritable, quick to anger" theory, deriving from the Middle Irish "redgach." "Redgach" is often given as "riodhgach" in surname dictionaries but that doesn't appear to be a word. The root words for the "little king" meaning are "ri-" (king) and "-in" (diminutive suffix making the meaning of the word more like "kinglet") is possible though, since "riog" is/was a word that came from "ri". I can't offer any more insight on that since I don't speak Irish.Also, this is my last name. The surname is never pronounced "RAY-gin" in Ireland (as I'm told). I know that this pronunciation has been used by my family since we came from Ireland in the mid-17th century because our surname was often misspelled as Rigon and Rigan.
