Possibly a corruption of Beli or Pwyll, or a derivative of Cornish peller "enchanter". In Arthurian legends this was the name of the Grail King, sometimes called the Fisher King, son of Pellehan (Beli Hen - i.e. "Beli the Old") and brother of Pellinore (Beli Mawr - "Beli the Great").
