My grandfather pronounces it closer to the French pronunciation, /lʌ-ɹo͡i/. We're white with typical UK/French/German heritage and live in a part of the US that has a lot of contact with Canada. A good chunk of our family moved down from there before the borders were drawn. He usually goes by Roy because he'd rather shorten it than constantly correct/explain.
In French Leroy is pronounced [ləʁwa]
Lee-roy.
