Hare Omagari from Blue Archive uses the same character "晴". So far I haven't found a second similar usage of "Hare", plus Blue Archive names are not 100% based on real life scenarios, but it might be worth a notice.

Haru is mostly used for girls but most of the people and characters I know with the name Haru are male. My cousin's name is Haru and he often gets teased about it. There are male characters with the name Haru, too. Like Yayoi Haru from Tsukiuta, Nanase Haruka from Free (people mostly call him Haru) and Tennoh Haruka from Sailor Moon (he/she is called Haru too and it was confirmed by Sailor Pluto that he/she has both genders).
Haru Kuroki is a Japanese actress. She gained international recognition by winning Silver Bear (Best Actress Award) at Berlin International Film Festival in 2014, for her remarkable performance in Yoji Yamada's film The Little House.
Haru Yoshida is a fictional character from the manga series "Tonari no Kaibutsu-Kun" ("My Little Monster") written and illustrated by Japanese author Robico.
Haru reminds me of Hatsuharu in Fruits Basket. I don't really think this meaning would apply to Haru (in the manga) though. Haru isn't really the happiest person. He is very quiet and has mood swings.
