In South Africa it is used by speakers of Afrikaans; in my experience, always coupled with Jan as a double name: Jan-Harm.
This is actually a more Frisian name, which has later also become a common name among the Dutch.
Here are some sources that attest that Harm is indeed more of a Frisian name:- https://www.nordicnames.de/wiki/Harm (in English)
- https://nds.wikipedia.org/wiki/Harm (in Low German; states that the name is both Frisian and Low German)
- see page 61 of the book "Fryske foarnammen / Friese voornamen" written by Rienk de Haan (in both Dutch and West Frisian)
- see page 146 of "Friesche Naamlijst (Onomasticon Frisicum)" written by Johan Winkler (in 1898): http://images.tresoar.nl/wumkes/pdf/WinklerJ_FriescheNaamlijst.pdf (in somewhat archaic Dutch) and http://www.wumkes.nl/index.php?volg=8&id=95 (in Dutch; click on the red-coloured word "document" in order to download the PDF-file)
- http://nds.wikipedia.org/wiki/List_vun_plattd%C3%BC%C3%BCtsche_V%C3%B6rnaams (in Low German, but contains East Frisian and North Frisian given names)
