Sir Conan Doyle used this name for a character in "The Dancing Men," which can be found in his "The Return of Sherlock Holmes" collection. All I can say without spoiling the ending is she has a bit of an unhappy ending. Despite this tie, I think it has a sweet yet mature, simple, and lovely old fashioned feel to it.
There is a great story which I read in Kiddie Lit in College called Elsie Piddock Skips in Her Sleep. College was a LONG time ago and this little character and story really stuck with me.
The sweet and pious Elsie Dinsmore, from the Elsie novels by Martha Finley, bears this name. So does her daughter, Elsie Travilla, her mother, Elsie Greyson, and a few of her granddaughters.
Elsie Windes (born 1985 in Portland, Oregon) is an American water polo player and Olympic gold medalist.

It's a cute name, but after reading Borrowed Finery by Paula Fox, I think this name has been ruined for me because it was the name of the author's abusive mother.
