A few days ago I fell in love with this name. I like it because it is literary but also historical. It has a fairy-like masculine sound, soft and bright like the name for the Pied Piper.
I love the sound of Cymbeline, but can't imagine it on a male in a modern context. Before I knew more about the Shakespeare play, I thought the title referred to the heroine of the tale. It sounds very feminine, to say the least, so I think it would work fine as a female name.
Yes, I think that this name sounds more feminine than masculine as well, and I can't imagine a boy with this name, but it would make quite a nice girls' name. :)
