Don't recall meeting any boys named Arata in Japan, but there are many possibilities, so maybe it's just one more I haven't encountered. It's not one of the more common names anyway.

Arata, when used as 新 or あらた (hiragana for Arata), can be used on both genders, although for girls, it's used rarely.
Other uses for Arata:
新大, 新汰 (all boys).
