Actually no, the girl with the name took on the pet form Zoey because she hated Zoetta.
That doesn't nullify Mrs Claire's point in the slightest. If someone named Annetta went by Anne because they didn't like Annetta, that wouldn't change the fact that Annetta is a pet form of Anne that is used as a given name.
Zoetta looks and sounds like a pet form of Zoe, and I'm willing to bet that it's a pet form that has crossed over to the formal name side.
