Though invented names would have been more unusual back in 1929 or 1930, this may be the best interpretation here, because this person is the ONLY Jalacy listed anywhere in United States census records listed on Ancestry.com. In the 1940 census he is listed as a "welfare child" living in the home of Edith Randolph in Cleveland. His mother was born in Washington, DC and his father in Ohio, according to that census.
