Usually, the |h| is an artifact of Hebrew names, since |-ah| is a Hebrew feminine suffix. It is a contrivance in Latin-based names, like PRISCA. (That isn't to say that it couldn't happen.)

I didn't exactly define it. If anything, I challenged it.
PRISCA is Latin.
|-ah| is Hebrew (and, possibly, older).
Joining them is counter-intuitive (but still might be done, anyway).
In the case of Ms. Jeptoo, her own culture might have added the extra |-h|...
