Yes, it's a nickname for Ana in Romanian. It's a bit dated so I'm surprised to see it. It was my grandmother's nickname and I haven't really seen it on younger people.The tz spelling is unusual too. Romanian has a special letter for that group and the tz spelling would be considered netspeak. However, if they don't live in Romania, it may be an attempt to replace the special letter with something that would make more sense in that country. Hope this helps.

Yes, it's a T with a comma underneath. Ţ is the equivalent of the "tz" sound and Ş is the equivalent of the "sh" sound. In Romania the girl's name would be spelled Anuţa.
