that stress is probably a vocative stress: exists in calling a person, rather than in referring to a person. That vocative pronounciation also often lengthens the stressed vowel.
The unmarked pronounciation is stress free and with a short -i- instead of with a long -ee-.

Depends on the Indian language. The consonants are dental (l as in English words, the t as in French words), and the last -a is long open as in English car, though it will be short in some languages. The -i- is short (as in English hit). The first -a- varies from being a schwa (as the beginning sound in English about) to a rounded -o- (as in English go) depending on the language. Most of these languages do not have a marked stress pattern, so speaking the three syllables equally is the best bet.
