Chaley is sometimes a respelling of the Latin word coeli, and is taken from the phrase "Regina Coeli", meaning "Queen of Heaven", one of the titles of the Virgin Mary.
Wilgene, Rayanne, Franciyelli, and Wilmary certainly all look like names which were created by mixing together syllables from other names, perhaps those of family members. Have you asked any of these girls why their parents chose these names?

Yes, and none of them know why their parents did this and they don't have relatives with any components of these names. The ethnic backrounds of these girls are as follows: (thought you might like to know)
Wilgene and Safara are African-American.
Rayanne is Brazilian.
Francyelli, Wilmary, and Heiry are Hispanic.
