The Social Security lists put up by Mike Shackelford...however I see you're a regular here, so you've probably been there already. Have you tried the edited version in Unusual and...something(I forget) Names at www.namenerds.com (they've combined different spellings so you get the best overall picture for name popularity)? If you try the names around the middle of the list, they probably have the level of popularity you're looking for, and since they're not listed particularly alphabetically (not till the end anyway) it doesn't feel so much like you're just staring at a big list...
