If you name your son after your father, and if the first, middle, and last names are exactly the same for both your son and your father, AND if your father is still living, then your son will be "Carl Franklin Hodson II". If your father has passed away, then your son will be just "Carl Franklin Hodson." (Note: there is no "I" appellation, except among kings.)
A child can only be a "Jr." if he bears the same exact name as his own father.
