I'm not Welsh, so don't count on my answer, but I think it's pretty likely Lleucu is meant to be a Welsh form of Lucy/Lucia, so it probably didn't exist before Wales was Christianized. I checked Wiktionary, and the Welsh world for light is golau, which isn't used as a name.
