Neoma may be a name created without regard to any meaning in Greek or another language, but it's not a recent creation. There are over a thousand women named Neoma listed in the SSA death index, for instance. The first example I can find is for the title of a poem by an American author named Charles Williams (NOT the same Charles Williams who was a friend of J.R.R. Tolkien and C.S. Lewis) published back in the 1840s. I'm trying to track down a copy of the poem to see if it gives any clue as to how Mr. Williams came up with the name. :)
