Not per se, it's an Anglo form of the Welsh Iefan (F is said 'V' in Welsh), a development of Ieuan (John). It's also used as a Anglo form of the Scots Eghan though so use in Ireland is certainly possible as all three languages are related and the call for Anglo forms of Gaelic names was shared ;o)
