I doubt this was ever used as a Welsh name, as they don't tend to end with 'a' - the few in the database here are Anglicised feminisations, afaik. 'Herio' is indeed 'to challenge', and is in my Welsh dictionary, but 'I challenge' would be 'heriaf'.
