According to LaToya Jackson's autobiography, her mother simply made up the name. Toya is a pet form of Victoria in Mexico so one could interpret LaToya as La + Toya, but there is no real evidence that Mrs. Jackson had been exposed to the name Toya before she created her daughter's name.
