Skelton is OE 'farmstead on a shelf or ledge' (shelf or ledge referring to geographical features, not pieces of pseudo-wood from IKEA ;o)
Julene is a modern diminutive of Julia, Julie, Juliet, etc. from the Roman family name Julius, of obscure origin. Some authorities suggest it developed from the Greek Iulus meaning 'downy' or 'hairy' referring to the facial hair of a young man - this is the basis of the simplistic 'young' or 'youthful' meanings you find attached to the Jul- names in lesser name books.
