The first element refers to the river "Rotte" which is a minor tributary of the river Nieuwe Maas.
But I don't know the meaning of the river's name.

'Nieuwe' means 'new', what a maas is I don't know, I only know we have the maas and an extension of the river maas which is called the nieuwe maas (we have the same with the river Rijn (Rhine))

The name of the river Maas is unexplained. The Romans called it Mosa, but its name is probably pre-Celtic.
