Personally, I like Penny only as a nn. Peninnah is another full name possibility, as are Penka or Aspen, but only if you like one of them! There's nothing wrong with using Penny as a full name. ;o) Although, tbh, I'm really rooting for Peninnah! :oD

I go back and forth, myself.
Sometimes I think it's great, and others, I think it's too "out there." And I grew up prn it peh-NINE-uh rather than peh-NIN-uh; with the 2nd prn, I just hear "ninny." :o
