I don’t like either of these names as they look rather feminine and sound unattractive, but if I had to choose, I would go with Ira. Probably because I don’t like the “ay” part in Asa.

As for a sister, that’s easy: Asra or Isra!
Or, if you prefer a Hebrew name: Ayla, Ela, or Ora.
