I wouldn't have expected it on a woman. I think it suits a man better, but preferably as a nickname only. Neon makes me think of the eighties and of in-your-face flashy signs. Not really positive associations like I would have with Fable and Evening. Also, I don't consider it hippy-ish, because most of my associations with neon are of unnatural stuff.
