My feelings on Noelle and Noelia are flipped with yours, ha--I generally like Noelle far more than Noelia. I agree with you on Noel. Dunno the Felicity character, though.
I like the idea of Nona with pretty much everything. Nona on its own, Nona for Iona, Nona for Noelia, Nona for Elizabeth, Nona for Mary, etc. ;) It's just one of those names for me--it's so utterly fantastique, it improves the names around it.
Aside from Nona and Li, I think Noli, Nonie, Nell, Nellie, and Nella would all be cute as nicknames, too--though Nell, etc, might be stretching it a bit.
Noelia Gertrude really appeals to me, personally. Gertrude sort of grounds the part of Noelia I find irritatingly flighty, I guess. Noelia Faustine and Noelia Xanthe also come to mind as attractive combos.
