I've liked Lionel a good long time now, actually--but currently not quite enough to seriously consider (and thus post about here). I really like the idea of the nickname Lio (LYE-oh), too.
My immediate association is of Lionel Jefferson from All in the Family and The Jeffersons, who's always been a favourite of mine. ("I'm gonna be a 'lectrical engineer!", et cetera--he's a smart-talking guy who can mock a bigot without him ever noticing, and I like that.) In general, though, the name just sounds like it'd belong to a cool guy, maybe the kind who could blow smoke rings and fit in perfectly at a jazz club.
