I don't think they're very similar, except that they're anagrams. Ta-TYAHN-a and tie-TAYN-ee-ah are completely different sounds. Tatiana is a well-established, (fairly common?) name in Russia (and I would hypothesize other eastern European countries), and Titania is a reference to Shakespeare.
