My storytelling would be: they were young when they married, and used the first names they thought of for their first two children, or named them after family members.
As time went on, they either used the names of friends and family members, or just names that were familiar (Alfred, Edith, Catherine).
But by the time Mona was born, they'd been adults for longer, and had seen a lot more people, and more children with fashionable names. Maybe they'd moved house to a new area. And times were changing. And they had run out of honoring names. So they started using more fashionable names.
I don't see a flow problem or odd child problem, myself.
I like Edith, Doris, and Gordon. I think Norman and Gordon make good twin names.
