Although it's terrible as a first name, I'm clinging on to the hope that maybe, just maybe it is a family name, and therefore it at least has some meaning behind it.
Broadley is a surname (it's one found in my family in England, namely it's my aunt's married name), so perhaps it's an old family surname that has died out, and the family wanted to use it (albeit spelt badly).
If this is the case, it doesn't make it right, but at least it would mean the parents didn't just pick it randomly.
