I think it is a classic name. I also like the French spelling Lucie, but then it should be pronounced "Lu-SEE".
Lucy Pearl is pretty. And Freya Lucy too. I don't see the problem with two Y's, since the Y's are pronounced differently (as a consonant in Freya, as a vowel in Lucy).
